Doing it on any other device might just cause a gratuitous arp from the others which will update the tables with old information. Issuing a clear arp on that device should solve the problem. So, assuming the switches do have an IP address in the Data VLAN, which device has the general 'default gateway' for the devices on the network? This is probably the device that you need to be targeting, especially if it isn't the router. If they do then there is something seriously wrong. If they don't then they will not (or should not) have ARP entries for any address in the Data VLAN.
You can see the ARP timeout by issuing a show interface command. I think we might need a diagram with IP addresses just to get a better picture. Do any of the switches have an IP address in the Data VLAN? I am a little unsure when you say ' but the addresses are on a different VLAN'.

The last time, I created a static ARP entry for the new MAC address to get it working. At first, the fix was to wait (for days?) and then the ARP entry was finally released. This problem seems to have only started a couple months ago. I've also power cycled the new device several times and shut/no shut the switch port. To my knowledge, I've cleared arp on all routers and layer 3 switches. I have performed a clear arp and you can see the ARP time go to 0 (and sometimes see the entry totally disappear), however, it quickly returns. When you go into the router (router-on-a-stick), you will see that IP is still being associated with the MAC address from the old device. After the device is removed, and another device given that IP address, nothing will be able to communicate with the new device. We've been seeing a problem recently where a device's MAC address will get associcated with an IP address.
